On the situation of detainees amid the health crisis unleashed by the coronavirus pandemic in Syria
In addition to the Council of the Syrian Charter’s declaration on the outbreak of Covid-19 and the implications for all Syrians, issued on 24 March 2020, the Council makes the following statement:
The degradation of the healthcare system and the limited medical resources across the Syrian territory are likely to exacerbate the effects of the outbreak of the virus.
The current situation in prisons and detentions facilities increases the potential for humanitarian catastrophe if the Covid-19 virus spreads through them; especially, due to the deficient access of inmates to medical care.
In accordance with the principles of the Code of Conduct for Syrian Coexistence, and out of concern for the wellbeing of all Syrians, the Council calls on the United Nations, the competent international humanitarian and health organisations, and on countries around the world to help supply basic requisites, drugs and medical equipment.
The Council urges these bodies to cooperate with all conflict parties in the country to assist the fair and equal administration of treatment to all Syrians.
The Council urges all belligerents involved in the conflict in Syria, to, as an act of humanity, follow in good faith the example of measures taken by other countries and to release the detainees immediately and without preconditions.
